A group of Manila businessmen in Ermita and Malate districts has decided to take sweeping action against crimes to revive the busy commercial district and restore its glorious image to tourists.

The Ermita Malate Business Owners Association’s (EMBOA) launched the “Streetwatch” program and “Hotline 117” in a bid to rid Ermita and Malate districts of crimes that commonly plague tourists and workers in the area.
EMBOAは同地区の観光客や労働者を悩ませる犯罪を一掃するためのストリートウォッチプログラムとホットライン117を設置した。
“At first, this is what EMBOA is eyeing for, aside from spearheading beautification campaigns like “Harap at Likod ko, Linis at Alaga ko”, we want to provide security and safety in the area so that the residents , stakeholders and domestic and foreign tourists can feel comfortable and that they are safe whenever they walk on the streets of Ermita, Malate,” Michelle Pe, EMBOA President said.
「“Harap at Likod ko, Linis at Alaga ko”のような美化運動の推進だけでなく、これらのプログラムは同エリアの住民、株主、ローカル又は外国人観光客がいつでも安全に快適に過ごしてもらうためのものである。」とマイケル・ペー、EMBOA代表は言う。
Streetwatch will be implemented in 10 “crime-prone” streets in Ermita as identified by authorities: Mabini, Adriatico, Padre Faura, Kalaw, Bacobo, United Nations Avenue, Roxas Boulevard, Pedro Gil, M.H. Del Pilar and Taft Avenue.
ストリートウォッチは有識者が挙げるエルミタの10の危険ストリート、マビニ、アドレアィコ、パドレファーラ、カラウ、バコド、ユナイテッドネイションズアベニュー、ロハスブルーバード、ペドロヒル、MHデルピエロ、タフトアベニューに実行される予定である。

Streetwatch entails free seminars and training to barangay officers and security officers of various business establishments. The program also provides for the increase of police visibility to deter crimes in the area.
ストリートウォッチプログラムはバランガイの役人と様々なビジネス協会のセキュリティスタッフにセミナーとトレーニングを実施する。そして当プログラムは同地区の警察の可視性を増加させる。
A Memorandum of Agreement (MOA) between EMBOA officers, and representatives from the Department of Interior and Local Government, Foundation for Crime Prevention (FCP) and the Philippine Long Distance Telephone (PLDT) Company was signed at the Manila city hall yesterday.
昨日、市役所において、EMBOAの役員と現地役所の代表議員、犯罪防止協会（以下、FCPという）、PLDTとの間で、議事録（以下、MOAという）が調印された。
In the MOA, the FCP shall institute an alert system to be used by members of the community among other responsibilities. Patrol 117 will manage calls for emergency assistance; EMBOA was tasked to designate streetwatch coordinators or leaders and assist in organizing streetwatch communities. Meanwhile, PLDT will provide SIM cards to streetwatch coordinators to facilitate communication among them.
MOAには、FCPが他の責任者の間で使用されている注意喚起システムを設置することが盛り込まれている。PLDTは無料のSIMカードをストリートウォッチのコーディネータに提供し、EMBOAはストリートウォッチのコーディネータやリーダー、アシスタントを組織するというような、緊急時のサポートをパトロール117は管理する。
Ninety volunteers have already been trained and certified as streetwatchers composed of 50 barangay officers and 40 security officers from various establishments in the pilot area.
90人のボランティアは既にトレーニングされストリートウォッチャーとしての資格を取得している。50のバランガイ役人と40のセキュリティガードからそのボランティアは形成されている。
【2026年最新】マニラの治安は改善されたのか？
2026年現在、マニラ市当局の継続的な取り締まりにより、エルミタ・マラテ地区の「目に見える犯罪」は減少傾向にあります。しかし、依然として外国人観光客を狙った睡眠薬強盗や、スマホのひったくりは絶えません。
特に今回挙げた10の通りを歩く際は、「スマホを出しながら歩かない」「バッグは必ず体の前に抱える」といった基本の徹底が必須です。また、深夜の移動は徒歩を避け、必ずGrab（配車アプリ）を利用することを強くおすすめします。
